Laboratory Supervisor


Job Requirements

A. EDUCATION/EXPERIENCE REQUIREMENTS

The Laboratory Supervisor shall have a Bachelor’s Degree in Engineering, with four (4) years of experience in engineering, research or other work related to the laboratory’s area of activity.

B. DUTIES AND RESPONSIBILITIES

The Laboratory Supervisor is generally responsible for the efficient and effective operation and maintenance of the IIEE Foundation’s (IIEEF) Compact Fluorescent Lamp (CFL) Testing Facility at the University of the Philippines National Energy Center (UP-NEC) and shall have, but not limited to, the following duties and responsibilities:

1. Develop, implement and update the laboratory quality system;

2. Supervise the conduct of and/or perform the testing of the CFL products that has been submitted to and accepted by the testing facility and ensure that the test is conducted in accordance with the appropriate and relevant Philippine National Standard (PNS) and ISO 9001 Quality Management System (QMS);

3. Monitor the operation and performance of all the different circuits and/or test racks of the CFL test facility;

4. Prepare report on the results of the testing conducted on the CFL products tested by the laboratory;

5. Always maintain the integrity and confidentiality of the test and the test results;

6. Collect testing fees from and/or prepare and send Statement of Accounts and issue official receipts to customers of the testing facility;

7. Supervise and/or perform diagnostics, corrective and preventive maintenance activities on the various equipment, components and devices of the testing facility;

8. Coordinate with UP-NEC management on their research and logistical requirements;

9. Prepare yearly work program, as well as, a revenue and expense budget relative to the operation and maintenance of the test facility to the IIEEF President and/or the Board of Trustees;

10. Submit Procurement Requisitions for equipment, materials and/or supplies needed by the test facility;

11. Propose additional, enhancements, upgrades, refinements, changes and revisions to procedures, systems and equipment to the President and/or the Board of Trustees in order to improve the operation and maintainability of the testing facilities;

12. Implement additional, enhancements, upgrades, refinements, changes and revisions of procedures, systems and equipment as approved by the President and/or the Board of Trustees;

13. Ensure that all equipment, components and devices of the laboratory are working satisfactorily at all times and that good housekeeping is properly and regularly performed;

14. Reprogram or revise, if necessary, the Programmable Logic Controller (PLC)-resident and workstation-resident softwares to suit present needs;

15. Prepare and submit regular reports on accomplishments and on the operation of the test facility to the IIEEF President and/or the Board of Trustees;

16. Evaluate the job performance of subordinates and submit these to the President;

17. Prepare and submit special reports as may be directed by the IIEEF President and/or the Board of Trustees, from time to time;

18. Conduct training on the operation and maintenance of the laboratory equipment and facilities;

19. Conduct orientation of students, CFL suppliers and other visitors of the testing facility;

20. Perform other duties and tasks, from time to time, as may be assigned or directed by the IIEEF President or the Board of Trustees.

C. ADDITIONAL SKILLS NEEDED:

The Laboratory Supervisor shall also possess the following skills in order to effectively discharge his duties and responsibilities:

1. Sufficient communication and organizational skills;
2. Proficient in computer operation;
3. Sufficient knowledge in Windows software and Microsoft Office, specifically Word, Excel and Power Point;
4. Preferably knowledgeable in PLC programming;
5. Knowledgeable in ISO 9001 (QMS) and ISO 17025 (Laboratory) standards.
