“Good Governance should be the hallmark of a Professional Organization”
|
This served as the guide to the Institute of Integrated Electrical Engineers of the Philippines, Inc. (IIEE) when it started its arduous quest of becoming the first Accredited Professional Organization to be ISO 9001: 2000 certified.
In only a year’s span, the use of the quality mark, elusive to all industry associations in the Philippines, was given to the IIEE by the Certification International Philippines, Inc. last December 30, 2004 the first in Philippine History.
The ISO certification is just the second of two exceptional achievements of IIEE last year. The first, and equally prestigious, is the award given by the Professional Regulations Commission (PRC) to the IIEE as the Most Outstanding Accredited Professional Organization (APO) for 2004 - an award that epitomized 29 years of dedicated and excellent service to electrical practitioners.
Both, the ISO Certification and the MOAPO awards, only prove that IIEE’s long overdue recognition is in itself a quintessence and a practice of good governance.
The process began when the IIEE management agreed to install a Quality Management System (QMS) in order to establish processes and procedures that are organized and executed to meet the pre-defined goals and objectives of the Institute.
At the beginning of the year 2004, the IIEE Board of Governors decided to organize its processes and procedures in compliance with ISO 9001: 2000 standard. The Rosehall Management Consultants, Inc. was engaged to facilitate the transformation process in the general procedures and management procedures of the organization. Ernest efforts to document the quality manual started in early June 2004 and were in full swing by July 2004.
A fundamental step in installing the system was determining a policy on quality. The IIEE came up with the following commitments for the sake of quality: first, to provide high quality products and services for the satisfactions of the stakeholders; second, to ensure compliance with applicable statutory, regulatory and customer requirements through effective dialogues with members and stakeholders; third, to continually review and improve processes and procedures; and last, to ensure sustainability through competent management of its financial, human and other resources.
Using the ISO certification as a tool for transformation, IIEE is set to deliver consistent and high quality products and services its members, industry partners and suppliers, and internal customers – the Secretariat staff.
For its members, IIEE’s QMS includes membership application, the publication of books and manuals, the organization and management of trainings/seminars, exhibitions, conferences and conventions, and other membership services.
For its partners and suppliers, it includes the sponsorship of IIEE events and activities, particularly the exhibitions and conventions, and such administrative support services as accreditation and purchasing, billing and collection, payments, to name a few.
For its own employees, the QMS covers administrative support services, including hiring and selection system, training and development, and appraisal.
IIEE’s ISO certification is valid for three years until December 29, 2005 and will be subjected to meet satisfactory results in the semi-annual surveillance audits. The extension of the certificate will be based on the effective conformity to the requirements of ISO 9001:2000 on a three-year period as determined by a re-assessment of the QMS in its entirety.
As a certified organization, the IIEE is required to maintain its QMS and to comply with the CIP’s Condition of Certification, including the use of Certificate of Registration and Quality Mark.
With a QMS in place using the ISO 9001:2000, the IEE looks forward to a future of unlimited opportunities for optimizing the organization’s efficiency and enhancing the competitiveness of the organization in meeting the needs and expectations of its members, partners and employees.
